You can now use a time out and change your play on 4th down. Or you can still take a penalty and change your play. Either way works.

If I also remember correctly, a new rule change is at 2 minutes in the first half the clock stops don`t remember if this is current rule or not... Someone please confirm.

but I know last night in the Summer league the clock did not stop for 2 min warning warning in the second half.

The rule does not go into place until this fall. It is basicly a 3rd time out at the 2 Min warning for both halves. It will stop the clock and resume when the wistle is blown and the ball is snapped. Just like a normal time out would be played. Hope that clears it up.
